Land and Regulatory Compliance Representative

The company operates primarily in Culberson and Reeves Counties in Texas, with a strong presence in the Wolfcamp shale in the Delaware Basin. Role Description The Land and Regulatory Compliance Representative is a full-time, on-site position located in Orla, TX. Employee may live within an hour of Orla, TX(Carlsbad, Pecos, Loving, etc.). This role is responsible for putting together, organizing, maintaining and applying/submitting any necessary documents required for ROWs, SUAs, and other land/compliance associated tasks. This position will also include managing land and regulatory obligations, including tracking leases, surface use agreements, rights-of-way, and related contracts to ensure compliance with all terms and deadlines. Capitan will be doing field wide commingling, and other new development that will require the planning, surveying, documenting and submitting ROW and SUA documents to respective land or mineral owners. The representative will coordinate with regulatory agencies, prepare and submit required permits and filings, and maintain organized records of approvals and correspondence. Day-to-day activities include reviewing title and ownership information, resolving landowner and stakeholder questions, supporting field operations with land and access documentation, and monitoring adherence to state, federal, and local regulatory requirements. The role also involves collaborating with internal teams to identify compliance risks, recommending solutions, and contributing to continuous improvement of land and regulatory processes.

Qualifications

• Land and title skills: experience with lease agreements, surface use contracts, rights-of-way, and ownership verification in oil and gas operations.
• Must be willing to commute to Orla, TX 2-3 days a week, the rest of the work week will be done in our office in Carlsbad, NM.
• Regulatory and compliance skills: familiarity with state, federal, and local oil and gas regulations; experience preparing permits, reports, and compliance documentation.
• Analytical and documentation skills: strong attention to detail, ability to interpret legal and regulatory language, and maintain accurate records and tracking systems.
• Communication and stakeholder management skills: ability to interact professionally with landowners, regulatory agencies, and internal teams; clear written and verbal communication.
• Organizational and coordination skills: capability to manage multiple deadlines, prioritize tasks, and support cross-functional projects in a fast-paced environment.
• Relevant experience: prior experience in land, regulatory, or compliance roles within the energy or natural resources sector is highly beneficial.
• Education: bachelor’s degree in land management, business, legal studies, environmental studies, or a related field preferred; equivalent experience considered.
• Technical proficiency: comfort using land and regulatory databases, mapping tools, and common office software (e.g., Excel, Word, document management systems).
