Ensure the safe, efficient and cost-effective operation of vessels, with all operational practices meeting Flag State, regulatory, company and customer requirements.

Ensure the effective implementation of navigation, seamanship and cargo-handling policies onboard vessels.

Key Accountabilities

Cargo Management and Compliance

Ensure vessels are operated safely, reliably and economically, in accordance with company requirements and recognised industry standards.
Ensure efficient and effective cargo management across assigned vessels.
Drive compliance with international regulations, Flag State requirements, legal obligations and company policies relating to shipping operations, navigation safety and marine personnel.
Ensure compliance with port and terminal requirements, oil and gas major requirements and applicable ship vetting systems.
Ensure vessel trading certificates and statutory documentation remain valid and compliant at all times.
Act as the Owner’s/Operator’s representative for commercial Ship-to-Ship (STS) and Emergency Ship-to-Ship (ESTS) operations.

Vetting of Vessels

Ensure vessels are successfully vetted through the timely coordination of SIRE and CDI inspections.
Provide prompt responses to vetting observations and ensure appropriate remedial and corrective actions are implemented.
Identify and address gaps in operational policies and procedures arising from vessel vetting activities.
Maintain accurate vessel information within relevant systems, including VPQ, SIRE, TMSA and Q88.

Audits and Ship Inspections

Conduct regular vessel inspections in accordance with the Safety Management System (SMS) and ISM Code.
Undertake vessel visits during Ras Laffan port calls or sailing visits as required.
Conduct internal audits, including navigational, cargo, galley and other operational audits.
Conduct safety, security, environmental and other HSSEQ/SHEQ internal audits as applicable.
Coordinate and supervise the close-out of audit and inspection findings with the HSSEQ and Technical functions.

Safety Management System

Support the maintenance and continuous improvement of the organisation’s Safety Management System.
Work jointly with the Fleet HSSEQ function to improve the quality, efficiency and accuracy of operational procedures.
Brief newly appointed senior officers prior to joining vessels on the Safety Management System, company policies, vessel operations and specific charterer requirements.

Monitor Communication

Ensure owned vessels managed by third parties are operated efficiently and in accordance with Master Service Agreements, Owner’s instructions, charterer requirements and applicable Time Charter Party obligations.
Ensure managed vessels operate in accordance with contractual and charter-party requirements.

Voyage Planning

Supervise voyage planning and vessel performance processes for vessels managed by NSQL.
Ensure compliance with statutory requirements and charterer expectations.
Support the organisation in minimising vessel performance-related claims and assist in challenging claims where required.
Ensure compliance with the Ship Energy Efficiency Management Plan and other applicable operational efficiency requirements.

Terminal Approval

Participate actively in ship/shore interface and vessel compatibility studies.
Liaise with agents, charterers, terminals and other relevant stakeholders to provide the Master with the information required to assess berth suitability and compatibility.
Carry out in-house mooring analysis studies where required.

Incident Investigations and Risk Assessment

Lead investigations into marine incidents in accordance with the Safety Management System and ISM requirements.
Ensure incidents and associated corrective actions are closed out in a timely manner in coordination with the HSSEQ function.
Conduct operational safety risk assessments and environmental impact assessments in accordance with maritime standards and recognised industry best practice.

Emergency Response Plan

Perform assigned duties and responsibilities under the Emergency Response Plan.
Support the Incident Commander and relevant response teams during emergency situations as required.

Staff-Related Functions

Work with the Fleet – Head of Operations and/or Marine Personnel Manager on matters relating to the suitability of personnel for promotion, secondment and career development.
Undertake assessments of seagoing personnel being considered for promotion or development opportunities.
Monitor shipboard staff conduct, performance and development in coordination with the Marine Personnel Manager.
Support the Marine Personnel Department with the recruitment of seagoing personnel, including participation in candidate interviews.

Interface

Maintain an effective day-to-day working link between NSQL Management and vessel personnel.
Provide appropriate marine supervision and operational support across shipping-related matters.
Support the implementation of quality improvement initiatives and enhancements to operational processes onboard vessels and ashore.
Undertake vessel visits as required by the Fleet – Head of Operations.

Job-Specific Skills

Fully conversant with international and national statutory requirements applicable to the maritime industry, including SOLAS, ISM, MARPOL, ISPS, SOPEP and relevant ISO standards.
Strong knowledge of emergency response procedures, ship vetting and vessel inspection requirements.
Auditing capability, preferably including Lead Auditor qualifications or experience relating to ISO, ISM and ISPS.
Strong understanding of marine operations, navigation, cargo operations and vessel safety management.
Strong communication and stakeholder-management skills.
Computer literate, with proficiency in Microsoft Office applications.

Qualifications

Degree in Nautical Science or another relevant discipline; and/or
Master Mariner Certificate of Competency, together with all associated courses and certifications required for this level of competence.

Experience

8–12 years of relevant maritime experience.
Minimum 3 years’ experience as Master onboard LNG/LPG or crude/oil carriers.
Preferably at least 2 years’ experience in a shore-based/head office management position with a major gas or oil shipping company.
Experience working effectively with personnel from different cultural and professional backgrounds, including ship owners and ship crews.
