SENIOR CONTRACT ENGINEER Accountabilities
The Senior Contract Engineer is responsible for: Producing contractual documents in accordance with company procedures and ethics. Providing a high-quality, cost-effective, and time-efficient contracts service to technical entities. Participating in the optimisation of the economic performance of operations conducted within NOC.
Key Activities
- Contracts Management & Stakeholder CoordinationThe jobholder liaises with internal teams and actively participates in contracts processes and communication activities through: Working closely with the DUET counterpart to create contract dossiers. Developing clear definitions of contractual responsibilities. Discussing and aligning contractual agendas, including: Validation of contract strategies. Negotiation and analysis of commercial bids. Participation in recommendations for contract award. Ensuring all insurance matters relating to company assets and personnel are properly addressed. Managing individual performance through KPI monitoring. Maintaining and updating the contracts management tool. Remaining informed of contract management best practices implemented in other entities to improve NOC contract practices. Utilizing Frame Agreements (FALTC) signed by shareholders.
- Tendering, Contracting & Commercial Activities:The job holder executes the following contract activities: Market Intelligence & Contractor Management Preparing and maintaining an up-to-date list of qualified contractors, suppliers, potential tenders, and contracts. Maintaining updated market information to support market studies. Analyzing and assessing all possible responses from the market. Contract Strategy Development Participating in the validation of contract strategy through: Arranging and attending Contracts Committee meetings. Pre-qualifying bidders. Defining target prices. Defining evaluation criteria. Tender Preparation & Issuance Creating commercial documents for Calls for Tender (CFT). Preparing and issuing Calls for Tender to contractors and suppliers included on approved bidder lists. Ensuring preparation and distribution of pre-consultation dossiers and Standard or Complex Invitations to Bid.
- Contract Compliance & GovernanceVerifying alignment with HSE clauses, Company Rules, Procedures, Instructions, and applicable legislation when issuing technical contracts and drafting contractual and commercial terms and conditions. Verifying all Terms & Conditions, including standard, general, and financial provisions.
- Contract Development & NegotiationEstablishing technical contracts and contractual agreements. Directly participating in the most complex contracts. Conducting Terms & Conditions analysis and negotiations. Conducting commercial bid analysis and negotiations. Working with the DUET counterpart to establish clear definitions of responsibilities and associated contractual documentation.
- Award & Approval ProcessParticipating in Recommendations to Award (RTA) through Contract Committees and Delegation of Authority (DOA) processes. Evaluating RTAs and award validations. Managing approvals from authorities and partners. Clarifying rights and obligations of signing parties. Managing the signature process of formal contractual documents.
- Contract Administration & Claims ManagementEnsuring effective handover of contracts to Partner Entities. Assisting the Head of Contracts in the settlement of claims and lawsuits in coordination with: Juridical Insurance Finance Management Proposing negotiation strategies and corrective actions. Participating in settlement negotiations. Monitoring ongoing contract status. Participating in contract renewal and amendment discussions.
Context & Environment
The Senior Contract Engineer operates within a multidisciplinary contract management environment and is responsible for establishing contractual documents while contributing to the optimisation of operational economic performance across subsidiary operations. The role includes: Establishing, monitoring, and updating contracts for a variety of services. Ensuring all contract activities remain aligned with OPS/TDA standards and requirements. Mentoring and supporting Contract Engineers. Working within a high-volume, operationally critical contracts environment.
Qualifications & Experience Required
- Educational QualificationBSc Degree in a Science or Commercial field, or equivalent qualification.
- Professional Experience5-7 years of post-graduate experience in contracts within the Oil & Gas industry. Minimum 2 years of experience as a Contract Engineer within the Company.
- Personal AbilitiesBasic Management Advanced Human Relations Problem Solving Planning Organising Coordinating Controlling C&P Competencies.
- Technical CompetenciesAdvanced level in Contracts technical Competencies required.
- Systems & ToolsAdvanced certification in C&P tools required.
