Position Overview
We are seeking an experienced Project Manager/Commissioning Manager to support the construction, systems completion, commissioning, and startup of a large-scale semiconductor manufacturing fabrication facility in Boise, Idaho .
This position will play a critical leadership role in coordinating construction, commissioning, engineering, operations, contractors, vendors, and client stakeholders to ensure the facility and its critical infrastructure are delivered safely, on schedule, within budget, and in accordance with project quality and performance requirements.
The ideal candidate will have significant experience managing complex capital projects, commissioning programs, or construction projects within semiconductor, advanced manufacturing, data center, pharmaceutical, high-tech, or other mission-critical environments . Experience with large-scale MEP and process utility systems is highly desirable.
Key Responsibilities
Project & Commissioning Management
- Lead and manage commissioning and project execution activities from late-stage construction through systems completion, commissioning, startup, and turnover.
- Develop and maintain integrated project and commissioning plans, schedules, milestones, and execution strategies.
- Coordinate activities across construction management, engineering, commissioning, operations, facilities, EHS, quality, vendors, and subcontractors.
- Establish clear commissioning objectives, responsibilities, deliverables, and acceptance criteria.
- Manage the transition from construction completion through pre-functional testing, functional performance testing, integrated systems testing, startup, and final turnover.
- Track project progress, identify critical-path activities, and proactively resolve schedule and execution issues.
- Lead project meetings, commissioning coordination meetings, and executive progress reviews.
- Maintain visibility of project risks, constraints, issues, and opportunities and develop mitigation plans.
Construction & Systems Completion
- Coordinate with construction teams to ensure systems are installed, documented, inspected, and ready for commissioning.
- Drive mechanical, electrical, controls, process utility, and facility systems through completion and commissioning.
- Coordinate system turnover packages, punch-list management, deficiency resolution, and documentation.
- Verify that construction activities align with commissioning requirements and operational needs.
- Interface with general contractors, specialty contractors, equipment suppliers, controls contractors, and testing agencies.
- Support resolution of field issues, design changes, RFIs, change orders, and technical conflicts affecting commissioning or project delivery.
Semiconductor Fab Systems
Support commissioning and startup of complex facility infrastructure, which may include:
- Electrical distribution and critical power systems
- Medium- and low-voltage electrical systems
- Emergency power and backup generation
- HVAC and cleanroom systems
- Chilled water and process cooling water
- Process exhaust and specialty exhaust systems
- Compressed air and instrument air
- Ultra-pure water and process water systems
- Bulk and specialty gas systems
- Chemical delivery and distribution systems
- Fire protection and life-safety systems
- Building management and control systems
- Process monitoring and facility control systems
- Cleanroom environmental monitoring and controls
Stakeholder & Team Leadership
- Serve as a primary point of coordination between the owner/client, construction management team, commissioning authority, contractors, engineers, equipment vendors, and facility operations.
- Lead multidisciplinary teams through complex commissioning and startup activities.
- Establish accountability for deliverables, action items, milestones, and system readiness.
- Foster a strong safety, quality, and accountability culture across project teams.
- Communicate project status, risks, schedule performance, and key decisions to senior leadership.
Safety, Quality & Compliance
- Promote a zero-incident safety culture and ensure work is executed in accordance with site EHS requirements.
- Ensure commissioning and construction activities comply with applicable codes, standards, specifications, and project requirements.
- Participate in safety planning, pre-task planning, readiness reviews, and risk assessments.
- Ensure testing and commissioning activities are properly documented and traceable.
- Support quality assurance and quality control programs throughout construction and commissioning.
Qualifications
- Bachelor's degree in Engineering, Construction Management, Project Management, or a related technical discipline preferred.
- 4-10 years of experience in project management, construction management, commissioning, or a combination of these disciplines.
- Demonstrated experience managing complex capital projects, preferably $500M+ construction programs.
- Experience with semiconductor fabrication facilities, advanced manufacturing, data centers, pharmaceutical facilities, or other highly complex/mission-critical facilities strongly preferred.
- Strong understanding of construction sequencing, systems completion, commissioning, startup, and facility turnover.
- Experience managing multidisciplinary teams and multiple contractors/vendors.
- Strong understanding of mechanical, electrical, controls, HVAC, and process utility systems.
- Ability to read and interpret construction documents, specifications, P&IDs, electrical drawings, control diagrams, and equipment documentation.
- Strong knowledge of project scheduling, cost control, risk management, and change management.
- Excellent written, verbal, organizational, and interpersonal communication skills.
- Proficiency with Microsoft Office and construction/project management software.
- Ability to work effectively in a fast-paced, highly collaborative construction environment.
Preferred Qualifications
- Semiconductor fab commissioning experience.
- Experience with cleanroom environments and high-purity process systems .
- Experience with large-scale MEP infrastructure and facility utility systems.
- Experience leading commissioning teams on projects exceeding $1B in total value.
- Familiarity with commissioning standards and methodologies such as ASHRAE Guideline 0/1.1, ASHRAE 202, BICSI, NFPA, and/or CxA practices .
- Experience with systems such as BMS, EPMS, PLC/SCADA, and integrated controls.
- Experience with construction management platforms such as Procore, Autodesk Construction Cloud, or similar systems.
- PMP, CxA, CxPM, PE, or other relevant professional certification is a plus.
