The role
A federal agency running its travel program on GO.gov, the government-wide travel system, needs a hands-on program manager who can run the system and the people side of the change at the same time. You will administer the agency's GO.gov configuration, manage defects with GSA and the implementation contractor, coordinate integration with the agency's financial system, train users, and support senior executives with their travel. You will work on-site with the agency's travel office and CULTIVA's Management Analyst.
What you will do
- Serve as project manager for the travel team: plan, track, and report work, risks, and issues
- Administer GO.gov configuration: approval workflows and routing rules, delegate and shared-approval structures, role assignments, and user profiles in test and production; maintain the configuration workbook and validate every change before it goes live
- Run approval governance: approver validation, approval-chain reviews, delegated-authority administration, and training-compliance tracking
- Coordinate requirements and testing for GO.gov's integration with the agency's financial system, working with its technology and finance offices
- Act as first-line system administrator for defects: document them, open service desk tickets, escalate to GSA and the implementation contractor, and track fixes to closure
- Support system integration testing, user acceptance testing, and implementation
- Build and deliver agency-wide training and office hours; write travel guides, instructions, and standard operating procedures
- Close out the move from the agency's previous travel system, including the transfer and retention of travel records
- Support senior executives, their delegates, and staff with travel, and help manage the travel office's budget
- Spot and report trends to management, and produce status and performance reporting for client oversight
Building CULTIVA

- Build CULTIVA's GO.gov know-how from lessons learned, within the client's confidentiality rules
- Give subject-matter input to proposals and new pursuits in travel and financial systems
- Mentor teammates and help CULTIVA keep raising the standard of its delivery
What you bring
- Bachelor's degree, or equivalent experience
- 5 or more years of program or project management experience
- Hands-on experience with ConcurGov or GO.gov (experience with both is preferred), including configuring approval workflows, user roles, and profiles in a federal e-travel system
- Expert Microsoft Office skills (Outlook, Teams, Excel, Word, PowerPoint) and Adobe: you build the spreadsheets, charts, and reports yourself
- Power BI experience and working knowledge of SharePoint and OneDrive
- A steady, confident presence with senior executives, and excellent writing, presentation, and speaking skills
- Proven responsiveness, organization, and discretion with sensitive information
- Ability to work on-site five days a week
- Authorization to work in the United States without visa sponsorship
- Ability to complete, after a conditional offer, the client's background check and suitability process (fingerprinting and a records check), and to sign a non-disclosure agreement before starting
Nice to have
- Experience administering a federal e-travel system, including integration with a financial system
- Federal travel process and budget execution experience
- Customer support experience at every level, from staff to senior executives
- Visio and Microsoft Project; PMP or Microsoft Office Specialist certification
Location and schedule
On-site in downtown Washington, DC, Monday through Friday. You will work an eight-hour day within core hours of 7 am to 6 pm ET, with some flexibility. Any telework is at the client's discretion. CULTIVA provides your laptop, and you will reach client systems through a virtual desktop.
Pay and benefits
- Salary: $75,000 to $82,000 a year, depending on experience. Full-time, salaried.
